Expansion of the sales tax base is unfair and unthinkable. Wisconsin needs
our vibrant small business and agriculture communities to add jobs and to
grow our economy. Expansion of the sales tax base will be a new tax targeted
directly at Wisconsin’s small businesses and farms. Advocates should abandon
the idea.
Expanding the sales tax base has been discussed in Wisconsin for 30+
years. Advocates have once again avoided naming specific goods and services
to which the sales tax could be expanded. “Closing loopholes” is a vague and
misleading phrase. Services such as haircuts and health clubs are often
mentioned. But the debate over expanding the sales tax base isn’t about
barber shops and health clubs. It is about accounting services, computer
consulting, feed, seed and tractors. These are essential ongoing expenses
for a small business or a farm. Adding a 5.5% sales tax to these costs is
unthinkable.
Business services and farm necessities are only two areas where expansion
of the sales tax base can be expected to generate significant state tax
revenue. Business services and farm necessities are not “loopholes.” They
are essential purchases for every small and farm business.
